Yes you can. You can't take 'em down, but if you're lucky, you can get on top of them with the mongoose.

Can you get on the turret and go to where ever the scarab is going?....maybe they are going to the legendary ending...

No, you can't use the turrets.
Keep in mind I haven't tried it. I'm just saying what I've read.

theres a film clip where someone boards a scarab with the mongoose the graphics inside the scarab are just awful and there is the shield thing where you usually destroy them from but if you hit it,itl go down and you can see through the scarab there, its pretty dissapointing... :-\

Yup. Me and Scat just did this. It gives you a return to battlefield notice, so you can't go too far out :(

Yes, me and night did do this. I took a film clip which should be rendered soon (http://clip soon) of how to get in. You can destroy the core, but nothing happens. You can't ride the turrets, and there are 3 grunts on board. If you climb into a niche behind the core you can break past the barrier. Then you are out of the map and free to roam...
But. There is a 10 second countdown so you can only manage to sprint down to the ground and chill for about a second. I used this in theater to explore, and I have tons of stuff to show you guys. Sadly, only two pictures have showed up in my recent screenshots, so i'll have to tell you what I saw.
There are mini vehicles, that are poorly textured as not to take up space. They are cute and like like plushies 8).
One scarab ends up driving through the ground.
The mini plush scarabs are more detailed then the rest of the vehicles
Out where you find Keyes there is a stone mountain with a flat 3x1 (ish) block connecting to it. When i tried to get close I was teleported under my character and then could not get back into free pan.
More will come once my pictures show up.

Bungie said that there was originally a level planned after "New Alexandria" where you have to escape the city post-glassing. One idea was to board a Scarab as NOBLE team and use it to escape the city.
For some reason, they didn't think the gameplay would be all so good....

Two reasons for that:
1) These scarabs aren't vehicles. They're a massive version of the Hunter, controlled by Lekgolo worms. We can't drive scarabs for the same reason we can't take a Hunter's fuel rod cannon.
2) This is the more obvious. A Scarab controlled by a player would blow through almost anything. Although, now that I think about it, only having control of the one Scarab gun would make accuracy a necessity, and leave you open to attack. They'd have to make the scarab able to be destroyed without boarding, though.

Well, think about this. The Lekgolo are living. If you could study what pulse or flex does what, you could touch and push the worms into a certain path (pretty much torturing it into moving a certain way) and control the Scarab. Well, maybe not control the scarab, more like blatantly moving it in a certain direction. Or could you?
