It for sure looks like a buff guy with energy powers of some kind.

It's called nebula, and there's a lowernebula.png and a uppernebula.png for B.net I believe.
It was also seen on the Lucky Seven Golden Ticket things.

What are those? Have I missed something?

The image you saw, Nigma, seems to have been a simple glitch with the background graphics: the same background can be seen in many of the pages in Bnet, even though it is probably most easily noticed in the Comm Chatter. (http://www.bungie.net/news/blog.aspx)
